Seconds or milliseconds?

This tool expects seconds, the standard on-chain. If your number has 13 digits it is milliseconds, so drop the last three.

Why do chains use Unix time?

It is a single unambiguous integer, immune to time zones and daylight saving, which matters when nodes worldwide must agree.
